That depends entirely on the terms agreed in writing before work starts — ownership, permitted uses, media and territory. Settle it at the outset rather than after delivery, and get it in the contract.
Vector artwork where the illustration needs to scale — logos, icons, anything going on large format — supplied as AI, EPS, SVG or PDF. Raster work is supplied at the resolution the largest intended use requires. Ask for both the working file and the export formats.
